On 16 April 2026, Weiss Ratings published a list of large U.S. home insurers that closed at least half of their homeowner claims in 2025 without paying a dollar, and a four-page table covering every sizeable insurer in the country. The table is the useful part. Across the 124 companies in it, 5,300,543 homeowner and farmowner claims were closed in 2025 and 2,187,346 of them, 41.3%, were closed with no payment. The spread between companies is enormous: from 78.4% at Mid-Century Insurance Co. of TX to under 1% at a handful of small carriers. Search your insurer below, then read what the number does and does not mean before you draw a conclusion from it.
Look up your insurer
Every row is transcribed from Weiss's table and checked against its printed totals. "Claims closed" and "closed, no payment" are the 2025 counts each insurer reported to regulators; the percentage is the second divided by the first. Sort any column; type a name or a two-letter state of domicile.

What "closed with no payment" actually counts
Weiss's headline says "denied." The column it is built from says something narrower and more useful: claims closed without payment, a count every insurer files in its annual statement. That bucket includes claims the carrier denied outright. It also includes claims the policyholder withdrew, claims where the damage came in under the deductible, duplicate or misdirected claims, and claims closed after an inspection concluded there was no covered damage. Nobody outside the company can say from this number how many of the 2,187,346 were wrongful.
What the number can do is compare companies operating in the same market, in the same year, under the same weather. Weiss's point is the spread: 19 insurers in the table closed half or more of their claims with nothing paid, while 17 closed one in five or fewer. Deductibles, catastrophe exposure and the mix of policies explain some of that. They do not explain why Nationwide Mutual Insurance Co (14.9%) and Erie Insurance Co. (17.5%) live in a different world from Farmers Insurance Exchange (55.5%) and Lemonade Insurance Co. (64%). The 2025 wildfire year in California and the smoke-damage disputes Weiss describes are part of the story for some carriers; they are not the story for a company writing in the Carolinas.
One more caution: a company is not a brand. "State Farm" appears in the table four times, "Allstate" four times, "USAA" three times, and the percentages differ between the entities. Look up the company named on your declarations page, not the logo.
The carriers North Carolina policyholders know
The table is national, and the only insurer domiciled in North Carolina is NC Farm Bureau Mutual Insurance Co.: 36,950 claims closed, 10,209 with no payment, 27.6%, comfortably below the 41.3% average. Among the national names on North Carolina declarations pages:

- State Farm Fire & Casualty Co. is the largest single row in the table: 874,149 claims closed and 266,077 with no payment, 30.4%. That is below the average. It is also the company whose internal wind-and-hail programme is laid out in the unsealed Oklahoma exhibits we published, including a 2023 email describing about $1.4 billion less indemnity paid from 2020 to 2021. A below-average closed-without-payment rate and a programme aimed at paying less on roofs are not in tension; the rate counts claims, not dollars.
- USAA's three entities together closed 951,541 claims and paid nothing on 485,120 of them, about 51%. Military families in Fayetteville, Jacksonville and Havelock are USAA's core market; if a USAA claim of yours was closed with no payment, you are in a very large group.
- Allstate Insurance Co. sits at 46.7% on 799,205 claims, with its sister Allstate Vehicle & Property at 46.6%.
- Nationwide Mutual Insurance Co (14.9%), Erie Insurance Co. (17.5%) and Auto-Owners Insurance Co. (17.3%) are at the other end, each paying something on more than four claims in five.
How a public adjuster reads this table
Cautiously, and then usefully. A high rate is not proof that your claim was mishandled; a low rate is not a promise that it will be paid. What the rate tells you is the carrier's posture. A company that closes half its claims with nothing paid is a company whose adjusters are comfortable saying no, and a policyholder facing that company should expect to prove the loss rather than report it. The practical consequences:
- Get the closure in writing, with reasons. A claim "closed" by phone is still closed with no payment in the statistics. Ask for the letter and the policy provisions it relies on.
- Do not withdraw a claim to keep your record clean. A withdrawn claim counts the same as a denied one in this table, and it costs you the loss.
- "No covered damage found" is a finding you can test. Photographs, a contractor's inspection, weather records and, where it matters, an engineer are how a no-damage closure gets reopened. The State Farm roofing guidelines in the Oklahoma exhibits describe the carrier's own test-square and repairability method; documentation that meets that standard is hard to close.
- Deductible closures deserve a second look. Under-deductible is the carrier's estimate of the damage, and estimates that stop at the visible damage often land under the deductible.
- Deadlines run from the loss, not from the closure. The policy's notice, proof-of-loss and suit-limitation periods do not pause because a claim was closed. Check them before you do anything else. In North Carolina, see our note on claim deadlines and the statute of limitations.
Questions people ask
Is this a list of insurance companies that deny the most claims?
It is a list of insurers ranked by claims closed without payment, which contains denials and several other outcomes. It is the closest public number to a denial rate that exists, and Weiss labels it that way.
Does a 30% rate mean 30% of homeowners were wrongly denied?
No. It means 30% of closed claims ended with nothing paid, for whatever reason. How many of those were wrongful is not knowable from the statistic.
My insurer is not in the table. Why?
The table covers companies with at least $1 million in homeowners premium, homeowners at 30% or more of their business, and at least 2,000 homeowner claims closed in 2025. Smaller writers and multi-line carriers whose homeowners book is a small share are excluded, and Weiss reports by legal entity, so your brand may be listed under a company name you do not recognise.
Can a public adjuster reopen a claim closed with no payment?
Often, yes, if the deadlines have not run and the loss can be documented. A licensed public adjuster re-inspects, writes the estimate in the carrier's own format, and presents the claim under the policy's terms. Whether it is worth doing depends on the size of the loss and what the closure letter says; that is what a free claim review is for.
