If you have ever filed an insurance claim for storm damage, a fire, or a flood and felt like the insurance company's settlement offer fell far short of your actual losses, you are not alone — and you are not powerless. In North Carolina, licensed public adjusters exist for exactly this reason: to level the playing field between policyholders and insurance carriers.

The Legal Definition: What NC Law Says

North Carolina General Statutes § 58-33A-5 defines a public adjuster as any person who:

1Aids or negotiates first-party insurance claims on behalf of an insured
2Advertises or solicits business as a public insurance adjuster
3Directly or indirectly solicits business, investigates or adjusts losses
4Advises insureds about first-party insurance claims for losses or damages

The key phrase is first-party claims. In North Carolina, public adjusters are licensed exclusively to represent policyholders in claims against their own property insurance policies — storm, fire, flood, hail, wind, water intrusion, smoke, and more. We do not represent policyholders in auto insurance or third-party liability claims.

    Licensure, Bonding & Regulatory Oversight

Every North Carolina public adjuster must meet strict requirements before they can represent you:

    NCDOI License
Obtain a license from the NC Department of Insurance
    State Exam
Pass a state examination administered by Pearson VUE
    Background Check
Submit to a state and federal criminal background check
    $20,000 Surety Bond
Post a bond ensuring recovery for policyholder damages from adjuster misconduct
    Continuing Education
Complete 24 hours of CE every two years to maintain licensure
    Pre-Filing Required
Bond must be filed with NCDOI before a license is issued

The cost of going it alone: Among the 14 largest reporting insurance companies, an average of 48% of claims were closed without payment in 2024 (Weiss Ratings / NAIC Data). Even when paid, approximately 30% of homeowners claims receive partial payments below the policyholder's actual loss amount.
